Decisions should align with appraisals or, if they diverge, be accompanied by clear justifications explaining the differences. At this stage, patients transition from their role as providers of evidence and values to that of advocates. 

Patients or patient groups can engage with local decision-makers even before a recommendation is issued, highlighting the significance of the decision and ensuring that relevant information is communicated. 

Beyond decision 

The outcome of HTA does not conclude with a decision alone—it must be implemented to ensure access to the evaluated health technology. Patients can play a vital role in this phase by monitoring the time between recommendation and implementation, thereby promoting greater accountability in HTA processes. They may also engage in political advocacy when decisions are delayed or after they are made, and support the funding and conduct of any further research that is recommended—often by participating in that research themselves.
