Under the regulation, it is the  four clinical that are assessed in the JCA. The four clinical domains:

  • Health problem(s) addressed by the health technology under assessment and currently used health technologies.
  • The description and technical characterisation of the health technology.
  • The relative clinical effectivenes.
  • The relative safety of the health technology.

It remains the remit of the individual Member State to assess the non-clinical domains economical, societal, organisational, ethical, and legal. When conducting a national HTA on a health technology, where a JCA report has  been published or in respect of which a JCA has been initiated, Member States shall give due consideration to the published JCA report and all other information that is on the IT platform. This shall not affect Member States’ competence to draw their conclusions on the overall added value of a health technology in the context of their specific healthcare system and to consider the parts of those reports relevant in that context.
