In 2004 the European Commission and the Council of Ministers made HTA a political priority and emphasised the need for a sustainable European network of HTA organizations.
- Formation of EUnetHTA:

- Started as EUnetHTA Project (2006–2008)
- Continued through the Joint Actions (JA1–JA3) in subsequent years
